The Heritage Valley Parks Specific Plan: “The Bridges”
ESG’s Founder, Toby Waxman, achieved the successful issuance of the required Regulatory Agency Permits for this complex $400 Million Master Planned Community encompassing over 301 Acres of land that includes nearly 1000 homes, and included capital facilities final engineering and improvements of a $28 Million dollar Flood Control Facility, with a 280 Acre Feet 100 Year Storm Event capacity Debris Basin and Channel, a $15 million dollar 2 Mile Long Santa Clara River Soils Cement Levee also providing flood protection for up to a 100 year event, 2 community parks, a Nature Park with 233 acres of compensatory Jurisdictional Habitat Restoration and Mitigation, the 10 Acre Rio Vista Elementary School, and a Fire Sub-Station Site, with over 1450 Conditions of Approval to allow for the development of The Heritage Valley Parks Specific Plan, a Master Planned Community located in Fillmore, CA.
Ms. Waxman managed the team of necessary consultants to achieve these Permits and approvals and for the successful final engineering and design, leading to the issuance of these vital entitlements which disciplines include but are not limited to: civil, structural, geotechnical and hydro-geological and hydraulic engineering, architecture, landscape architecture, environmental, and biological consultants. Her leadership and management skills led these consultants through the myriad of Regulatory Agencies’ rigorous “do loops”. These agencies included the California Department of Fish & Game (CDFG), US Army Corp of Engineers (USACE), National Oceanic and Atmospheric Administration(NOAA), US Fish and Wildlife Service (USFWS), State of California Regional Water Quality Control Board (RWQCB), Ventura County Watershed Protection District (VCWPD), Ventura County Transportation Commission (VCTC), City of Fillmore, CalTrans, California Public Utilities Commission (CPUC), Fillmore and Western Railroad (FWRR), Fillmore Unified School District (FUSD), Federal Emergency Management Agency (FEMA).
Her strict attention to detail has managed over 1500 collective Conditions of Approval for all of these Regulatory Agency and City of Fillmore Discretionary Permits & approvals including a Master Tentative Tract Map (TTM), 3 Tentative Tract Maps, Programmed EIR Mitigation Monitoring Plans for each TTM, Development Permits, Zone Change, GPA, HVP Specific Plan, and a Development Agreement.
